Can I trade while a coin is still frozen?

Yes. The pool is open from the first block. Freezing doesn't block anyone, it just makes the earliest swaps the most expensive ones.

Does the fee apply to sells too?

Yes, the same melting fee applies in both directions, so buying early to dump on the next buyer is taxed twice.

Who gets the fees?

80% goes to the coin's creator and 20% to Glacipop, on every swap, in ETH. That split is the same while frozen and after the melt.

Can a creator re-freeze a coin later?

No. The melt runs once, from the launch block, and the curve is locked when the coin is created. After that it is 1% for good.
